In Herne those who were released from Schutzhaft were obliged to emigrate in the shortest possible time. And it is reported that owing to non-compliance with this obligation there have been various arrests and transfers to prison in Münster i. W. Specifically, up to now we have been able to establish the following gentlemen:

Further, in the district we actually have case after case of people, even over 60 years old, without foreign languages, with unsuitable occupations, who have received the stipulation of immediate emigration from the authorities. So e.g. in Herne, Witten, Hattingen, Bochum, Wanne-Eickel, etc. We have the greatest doubt about advising passage to Shanghai in these cases and ask you urgently for immediate information about other possibilities at your disposal.
